To further improve communication lines and respond to the concerns between the National VA Council and you, our members, I have established a National VA Council Briefing. This NVAC Briefing will bring you the latest news and developments within DVA and provide you with the current status of issues this Council is currently addressing. This NVAC Briefing will significantly enhance how we communicate and how we share new information, keeping you better informed.

In June 2021, the Department held a number of Safety Stand Down meetings with VA employees across the country. These meetings constituted formal discussions under 5 U.S.C. §7114(a)(2)(A). As a result, the Department was required to provide the Union with advance notice and an opportunity to participate in the discussions. However, at many facilities, the Department failed to do so. NVAC filed a national Unfair Labor Practice charge against the Department on June 21, 2021.
On August 4, 2021, NVAC settled the national ULP charge. The Department has acknowledged its violation of the Federal Service Labor-Management Relations Statute. The Department will distribute a Notice Posting via electronic mail to all AFGE bargaining unit employees. A copy of the Settlement Agreement and Notice Posting is attached for your reference.
