VA’s Bad Faith Bargaining Following Ratification Failure

Today we filed a national grievance over the Department’s conduct during concentrated mediation following the Union’s overwhelming vote to not ratify the tentative agreements in the successor term Master Agreement. The Grievance objects to the VA’s violation of the Parties’ Ground Rules and statutory violations, including that the Chief Negotiator come to the table with authority to negotiate on all conditions of employment and with a sincere resolve to reach agreement.

EO 14003: Protecting the Federal Workforce – NVAC Guidance

On January 22, President Biden issued Executive Order 14003, Protecting the Federal Workforce. The Biden Order revoked the three, anti-union Executive Orders issued under the Trump Administration in May 2018. It also directed federal agencies to “review and identify existing agency actions related to or arising from” the Trump Orders (13836, 13837, 13839) and to “as soon as practicable, suspend, revise, or rescind” these agency actions.
