Under Article 62 of the Master Agreement, AFGE bargaining unit employees of the Veterans Canteen Service (“VCS”) are entitled to a meal allowance that will be increased annually according to changes in the Consumer Price Index (“CPI”). Multiple AFGE Locals have reported that their VCS employees have not received such increases since the execution of the 2011 Master Agreement.
On July 23, 2021, NVAC filed a National Grievance over the Department’s failure to adjust VCS meal allowances in accordance with changes to the CPI, in violation of Article 62 of the Master Agreement. These actions further constitute repudiation of a negotiated agreement, which is an unfair labor practice under the Statute. This violation has resulted in the loss of a benefit of employment, on a daily basis, to VCS employees. This violation is ongoing and continuous.

Every Local should request a bargaining unit list from management every six months per the contract. Be sure to secure your information.
